New USPS Postal Regulations require Standard Class mail to go through an approved Move Update® process to receive automation discounts. The enforcement of this new regulation begins November 23rd, 2008. Mailers must use addresses that are updated within 95 days of the date of a mailing. The new regulation also affects First Class mail by changing the required update frequency from every 180 days to every 95 days.

Mail bearing an alternative address format (such as Current Resident) will not be required to conform to these new standards, as this type of address is not person specific.

These new regulations are necessary to stem the growing volume of undeliverable as addressed (UAA) mail that is costing the USPS billions of dollars to handle and process.   Over 60 percent of the UAA mail comes from Standard Mailers.    To read the full USPS announcement, please click on this link (to Federal Register PDF).
